The home education law (RSA 193:A) and rules (ED315) are part of a system of laws and regulations that interact. Changes to those other entities can affect home education programs indirectly.
The superintendent, the head executive of an SAU, is the participating agency for ~90% of all home education programs. The bill died in the House of Representatives. Study of the committee reports is needed to determine if the intent of the bill would have impacted homeschoolers or not.

Currently districts are not required to have a superintendent. They are required to perform or have performed "superintendent services" as defined in RSA 194-C:4, including home education functions, but these may be performed by other administrative personnel or even be contracted out. This bill would increase a district's options by allowing them to have the SAU provide some of the services, while retaining the right to choose other options for performing the other functions.
The superintendent, the head executive of an SAU, is the participating agency for ~90% of all home education programs. I believe that all SAUs currently have superintendents, or at least acting/interrim superintendents. I do not know if there are any districts which choose not to use the SAU to provide "superintendent services". There is already a potential for confusion for homeschoolers in such districts, over who would be the participating agency. The a la carte approach of this bill has the potential to increase confusion, although it is not known if districts will ever choose an alternate employee or contractor for home education. Superintendents already frequently delegate home education functions to other SAU administrative personnel.
