Your voice needed in Concord

We need your help to secure our current freedom and liberty to homeschool in NH. The Homeschool Paperwork Reduction Act (HB 406) has reappeared in Concord, but homeschooling foes in the NH State Senate have proposed an amendment that will effectively "gut" the bill. The CHENH Board approves of HB406 as passed by the House because it reduces unnecessary paperwork associated with submitting the curriculum list with the letter of intent. A compromise being considered would require first-time homeschoolers to do this paperwork. Parents should not be asked to do something which is unnecessary simply because they are novices to homeschooling. Because curriculums can be changed as homeschoolers decide at any time during the year, this step is unnecessary and wastes homeschooler's time and school administrator's time. This is even more redundant because current homeschool law provides that allow for evaluation and testing to make sure that children are learning.

CHENH Board Favors NO AMENDMENTS

The CHENH board opposes any amendment to the house version and is recommending that the legislature reject any changes to current HB406 language for 4 reasons:

  1. By allowing the legislature to debate and work on this legislation it invites unfriendly amendments
  2. Any amendment will force the bill into conference committee where a small group of legislators from the House and Senate will decide on the final version without any opportunity for public hearing
  3. New legislation reopens the administrative rule process. Because the current administration favors more government control and regulation this would not be in your best interest. (With HB406 “as-is” there will be less "statue" on which to base these new rules. Any further amendment to HB406 leaves the future of the 193-A statute AND the Ed 301 rules completely out of our control).
  4. New homeschoolers benefit the most from HB406 by reducing the paperwork and confusion associated with the curriculum list. A watered down version for only experienced homeschoolers is not worth the conference committees and more rulemaking.

Contact Your Senator Today

Please contact your Senators in Concord and ask them to vote for the Homeschool Paperwork Reduction Act, HB406, as passed by the House with NO further amendments. Some of you may also receive a postcard in the mail to send to your Senators. Please both call and send the postcard in to make sure that your Senator gets this message. Please forward this to other friends who can contact State Senators to get this bill passed without amendment. If your Senator is either Johnson or Green, members of the education committee, please contact them right away and encourage them to support the unamended version of the House Bill. They had voted for the "compromise language", but might be wiling to switch their support to the unamended version if they hear from their constituents.
