Dear Senator Bragdon,

Attached you will find the third proposed way of changing RSA 193-A to adopt the policy change endorsed by the SEC. This was put together by George D'Orazio, who is currently head of the Catholics United for Home Education, who serves on HEAC, and who was active in the writing of RSA 193-A way back in 1991. The changes are not isolated to RSA 193-A:5 as they are in the other two, and he also takes policies that have been written into the rules adopted by the BOE and puts them into the law. I do not know if it is a viable candidate for replacing the SEC amendment, but it does do a good job of explaining in a straightforward way how home education is currently practiced and administered in NH. It may help you to know this material if there are any policy debates on the floor of the Senate.
