HB 1308, establishing a commission to study revising the New Hampshire special education statutes.  INEXPEDIENT TO LEGISLATE

Rep. Nancy F. Stiles for Education:  Several bills before the committee this session dealt with concerns and issues relative to special education.  An ad hoc committee that could gather information from all the parties identified in HB 1308 as well as other interested parties could begin the discussion earlier with possible legislation to be ready for the 2007 session.  Vote  16-0.


 

HB 1308                 establishing a commission to study revising the NH special education statutes

 

                                      Sponsor:  Rep. Prichard, Rep. Houde-Quimby, Sen. Burling, Sen Hassan

 

Status:                           inexpedient to legislature

 

          Summary:          Members of commission are to be 2 Senators (appointed by President of

                                      Senate), 2 Representatives (appointed by Speaker of House), Special Asst.

                                      to Commissioner of DOE, Director of Division of educational improvement,

                                      DOE or designee, 2 represenatives of Parent Information Center (appointed

                                      by organization), 1 member of advisory committee on education of

                                      children/students with disabilities (as established in RSA 186-C:3-b)

                                      (appointed by chairperson of committee), 2 representatives of NH Assoc.

                                      of Sp. Education Administrators, 2 members of public (on appointed by

                                      House, 1 appointed by Senate)

 

                                      Goal is to study interface between state and federal sp ed statutes and how

                                      school districts implement such statutes and study RSA196-C and recommend

                                      changes deemed necessary - quorum to be 7 members with report of findings

                                      and recommendations by 7/1/07

 

 

QUESTIONS:               Under members - it lists 2 members of public - with no designation of it being

                                      parents of SN children (who would best serve) - should homeschoolers push

                                      to be a member of this committee also - if PIC is there

 

                                      This bill sounds similar to our objections of Ad Hoc committee, although this

                                      is not bill submitted by Rep. L'Heureux (his is HB 1532 to actually revise the

                                      special education statutes)
