Last December (2009) we switched from Qwest to Charter. We are paying for 5Mbps download and 0.5Mbps upload. For the first three months, we were using a Toshiba "cable modem" and our average download speed was 3.79Mbps. Charter told us we had to use a newer one, and they sent us a new one made by (Scientific Atlanta) which they did not charge us for, but our speed dropped considerably.
