COOS BAY COAST LEAGUE BASEBALL

CONSTITUTION AND BY-LAWS

Preamble

The purpose for which this non-profit organization is to develop and operate an organized baseball program for the youth within the State of Oregon in affiliation with Babe Ruth League, Inc., a New Jersey Corporation; in conformity with and pursuant to the principles, rules and regulations of Babe Ruth Inc., and to implant in the youth of this state and its communities, ideals of the sportsmanship code of Babe Ruth Baseball which are:

Develop a strong, clean body, mind and soul.

Develop understanding of and respect for sportsmanship conduct.

Develop understanding of and respect for the rules.

Develop courage of and respect for the rules.

Develop control over emotions and speech.

Develop spirit of cooperation and team play.

Develop into real, true citizens.

The operation of this cooperation shall be in the State of Oregon.

Article I: Name

The name of this non-profit organization shall be the Coos Bay Cal Ripken League.  The geographical boundaries for all Cal Ripken teams shall include all school districts within Coos County.  The official league address shall be PO Box 1702, Coos Bay Oregon 97420.

Article II: Membership

The members of this non-profit group shall be parents, coaches, managers, board members, interested parties who wish to develop the Babe Ruth Baseball Program and all it stands for within the jurisdiction of the Coos Bay Coast League.  There will be no dues charged to any member of the organization.

Article III: Government

The governing body of this non-profit organization shall be the Board of Directors (BOD).  The BOD shall consist of six (6) elected members and Player Agents.  Player Agents shall be one from each chartered age group.  In the event any age group has more than ten (1) teams and must form two or more divisions, each division will have a separate Player Agent.  Board members will be expected to accept duties assigned by the President.

Article IV: Meetings

The BOD shall hold at least three meetings a year.  One of these meetings shall be in the fall, the other two in the spring.  The specific date, time and location to be selected by the BOD and proper notice sent out to each member at least one week prior to the meeting.  Special meetings of the BOD may be called by the President or requested by other Board members through the President.

A quorum for a Board meeting shall be fifty percent of the BOD filled at the time of the meeting.  In the event a Board position is not filled, this will not count in declaring a quorum.

A favorable majority vote of those present will carry a decision.  Any decision of the BOD is final, unless the act is in conflict with an act where a greater number is required.

Any member of the BOD who misses three consecutive meetings without prior notification shall be removed from the Board.  The President shall select a new board member.

Meetings shall be open to any person interested in Babe Ruth.

Article V: Officers

The officers shall be the President, Vice President, Secretary, Treasurer and two Members-at-Large.  The term for the office will be for two years.  The term begins at the end of the fall meeting.  These are the only elected officials; other Board members (Player Agents) are selected by the President.  The term of the office of selected board members shall be for one year.  There will be no limit to the number of times a person can be elected or selected to the BOD.

Article VI: Election of Officers

At the fall Board meeting nominations (and seconded) are accepted for all the elected officials.  Elections will be held at the fall meeting with all those in attendance eligible to vote.  Those nominated for President will be asked to give a statement of why they want to be President and their vision of the league.

Article VII: Officers and Duties

President – Shall perform all duties normally association with the head of the association, including appointing Board Members, committees and general supervision of the league.  He/she will be responsible to the National Headquarters and to South Oregon Babe Ruth League for the conduct f Babe Ruth league affairs in accordance with the Constitution and By-Laws of the Coos Bay Coast League Cal Ripken.  The President is a member of all committees of the League and is also the league representative at State meetings.  The role of the president is to maintain a balance of strength among the teams in all age groups and that the welfare of the players are paramount to a single team.  It is recommended that the President does not coach a team.

Vice President – Will in the absence or disability of the President, act for and perform all duties of the President.  In addition, he/she shall act as the first assistant to the President in accomplishing the objectives of the Coos Bay Cal Ripken League.

Secretary – Shall keep and record minutes of all meetings, give proper notice of all meetings, handle all league correspondence, prepare and make copies of agendas.  He/she shall handle all insurance correspondence.

Treasurer – Shall receive all monies of the league and deposit the same in a bank approved by the BOD.  The treasurer shall pay out monies in payment of league obligations on authority given by the BOD.  All checks and vouchers shall be signed by the Treasurer and the President.  The Treasurer shall have the custody of general records of league receipts and disbursements, and also prepare financial reports as requested by the BOD.

Members-at-Large (2) – Both members-at-large are voting members on the BOD.

Player Agents – Player agents are selected by the league President.  Duties shall be as follows:

He/she will act in any grievances between any player and coach.

He/she will be responsible, to maintain a balance of strength among teams of the Coos Bay Cal Ripken League.

He/she will constantly remind everyone connected with the league that the number one priority is the welfare of ALL the league’s players, rather than a single manager, team or sponsor with design only upon winning.

Article VIII: Manager’s/Coaches

Anyone within the geographic boundaries of the Coos Bay Cal Ripken League willing to volunteer their time will be permitted to coach.  Coaches will abide by all of the Babe Ruth Baseball and the League’s by-laws and rules.  Coaches must be at least 18 years-old.  Prior to draft day one personal shall be designated the manager who will draft his/her team.  Two additional coaches can be selected from the players that the manager drafts.  Coaches will sign an agreement indicating that they will follow all the rules and regulations of Babe Ruth Baseball and Coos Bay Cal Ripken League.  Coaches will be responsible for return of uniforms, equipment immediately following the season.  Only designated coaches shall be permitted in the player area during any game.

Article IX: Rules

Rules for all regular season and tournament games will be those listed in the current edition of Babe Ruth Rules and Regulations and the Official Baseball Rules are published by the National Baseball Congress, Inc.  Some playing rules may be altered to fit local conditions, but those dealing with pitching limitations in league and tournament play cannot be altered, also rules that deal with player eligibility and safety cannot be altered.

Article X: Team Composition

Each team for league and tournament play must conform to the regulations as listed in the current edition of the Babe Ruth Rules and Regulations.

Article XI: Player Eligibility

Each player for league and tournament play must meet all requirements as set forth in the current edition of the Babe Ruth Rules and Regulations.

Any child within the geographic boundaries of the league is eligible to participate in Coos Bay Cal Ripken League as long as they fill out a current registration and consent form.

Players may play up in a division with BOD approval.

Article XII: Conduct

Manager’s, coaches, players, parents and others associated with Coos Bay Cal Ripken must be above and beyond reproach at all times.  They are not only representing the league, but South Oregon Babe Ruth, Babe Ruth Baseball in general, their communities and above all themselves and their families.  The BOD with majority vote at any scheduled or special meeting have the right to suspend or expel any person associated with Coos Bay Cal Ripken for misconduct.

Misconduct will consist of, but not limited to the following:

Use of tobacco products, drugs, or alcohol by anyone on the playing field, bench or adjacent to the field.

Verbal abuse of players, umpires, coaches, manager’s and/or spectators.

Excessive use of temper, or such as throwing equipment either on the bench of on the field.

Being thrown out of a game by an umpire.

Encouraging players to ridicule players of the opposing team, or to act in an unsportsmanlike manner towards their players, opposing players and coaches, umpires or spectators.

Any action that can be construed as detrimental to the welfare of the league.

Cheating in any manner.

Manager’s and coaches should remember that they are to set a positive example of sportsmanship for their team.

Article XIII: Protest

The manager making the protest must go the umpire-in-chief (home plate umpire) and make known that a protest is being filed.  The protesting manager and the umpire then go the official scorekeeper (home book) and advise them, him/her tat the game is being played under protest from that point on.  The scorekeeper must note the exact situation at the time of the protest.  A detailed description of the basis of the protest must be written into the scorebook and signed by the umpire and protesting manager.  The protest must be done prior to the next pitch or play of any type.

A written protest must be filed by the protesting manager with the League President within twenty-four hours of the completion of the game.  If the protested game is the first of a scheduled double header, within twenty-four hours after completion of the second game.

The League President shall call a special meeting of the BOD within forty-eight hours to act upon the protest.  The Player agent for that division will chair the meeting.  The protesting manager, manager of the other team and the umpire-in-chief shall attend the meeting.

Only rule interpretations can be protested.  Judgment calls are not protestable.

Article XIV: SELECTION OF TOURNAMENT MANAGERS’S, COACHES AND PLAYERS

The goal of tournament team selection process is to select the very best manager, coaches and players to represent the league and field the strongest team for tournament play.  Manager’s, coaches and players chosen for a tournament team are not eligible to be chosen or play for any other team.  Tournament teams will consist of twelve players.

Manager/Coach – The Tournament team manager will be selected by a vote of the league coaches.  Only officially rosters coaches are eligible to vote.  The manager will then have the opportunity to select his/her two coaches.  The tournament team manager and coaches are approved by the BOD.  The manager will be responsible for the return of uniforms, equipment and documents immediately following the end of tournament play.

Players – The manager of the tournament team is allowed to choose the first six players within no more than three being from his/her league team.  The remainder of the team shall be chosen by all league manager’s/coaches shall nominate players from their teams as well as other league teams.  The number of votes each nominated player receives shall be recorded in the event that a chosen player will not or cannot play then the player receiving the next highest votes will be selected.  The total number of players chosen from one team shall be at the discretion of the respective managers.

Article XV: Amendments

Provisions of the Constitution and By-Laws may be amended only when such amendments are proposed to the Board Members.  Each proposed amendment must be approved by two-thirds of the members of the BOD.  Voting must be done in person (voice or ballot) at a regular meeting or special Board meeting.  The amendments must be presented at one meeting and voted on at the next.
