William Edward Ledbetter and Lillie Mae Fincher lived, first, in a cabin on Bays Mountain, Tennessee. The area is now part of Bays Mt. Park. Their first 3 children were born there. Later, the family moved to the Glen Alpine Community.

William was a minister & farmer. He pastored: Solomon's Temple Church; Walkers Fork Church; and Blair's Gap Church. Ledbetter Gap on Bays Mountain is named after the Ledbetter family.

William Ledbetter and his wife, Lillie Mae Fincher, were among the heirs of Paulser Whetsel and Sarah Dove, who signed a contract with the Kingsport Waterworks, Inc. for the sale of land on Bays Mountain, to be used for a dam. Paulser was William's maternal grandfather.
