 Thurs., February 1st, 2001 CCPTO Meeting

 Tom Scanlon, Auditor for the City of Chicopee and Steve Nembirkow, Business Manager for the City was in attendance to discuss various concerns of the PTO’s regarding record keeping.

 

  1. PTO’s are independent of the city, but are under the guidance of the School Committee. All gifts given to the schools from the PTO's must be presented to and approved by the School Committee. I.e. books for libraries, TV's, VCR’s, etc. All fundraising activities must be approved by the School Committee including but not limited to the main fundraiser, bookfair, etc. Everything given to the school by either the PTO or any outside organization becomes property of the City and subject to their control. All cash gifts or donations to any school must go through the School Committee, entered into their books and posted with a notation as to their intended use. The City must return the monies to the Schools when requested to fulfill their purpose. If there is a problem retrieving them then you may contact Mr. Scanlon.
  2. All fundraising must be approved by the School Committee. Records should be kept and presented to the PTO treasurer to be included in the end of the year report. Included in these records are but not limited to; the master order form, receipts of purchases, and a balance sheet recording all incoming and out going funds.
  3. Guidelines: Mr. Cunningham and Mr. Scanlon will be creating guidelines for the PTO’s in regard to bookkeeping procedures to be presented and then implemented through the School Committee. These guidelines will include, but are not limited to double bookkeeping and requiring that each years Treasurers records be turned over the School Committee by June 30 of that year for random auditing of the books by Mr. Nembirkow. The books will contain such items as, balance sheets, ledgers, and reconciliation reports.
  4. The Principal and staff of the school should not be a part of the PTO other than a member. The checkbook should not be kept in the school. It is all right for the treasure to keep it in their possession.
  5. Purchases: Mr. Scanlon's opinion of purchases is that "The PTO funds should not be used to subsidize the School Department." This basically excludes PTO’s from purchasing items such as furniture, and basic school supplies. Anyone who has concerns about this are encouraged to contact Steve Nembirkow. This issue will be covered in the guidelines.
  6. Money not used at the end of the year may be carried over to start the next year. There is no limit, however you must. Spend the monies for what you raised it for otherwise your PTO is not non-profit.
  7. Cash box. PTO's can keep a cash box of up fifty ($50) dollars.
  8. Returned checks: You may charge a returned check fee.
  9. All PTO checks must have two (2) signatures on them.
  10. School Stores are maintained through a student activity fee NOT through or by the PTO.

Two members of the School Committee were present to ask that we contact our Aldermen to show support of the 8.5 Million-Dollar Bond to repair our schools. A list of the Aldermen and their telephone numbers was distributed. I did not have their names in my possession when the minutes were typed. The Bond is scheduled for vote on Tuesday, Feb. 6, 2001.

Last months minutes were approved. Treasurer’s report and J.L. Fitzpatrick Scholarship reports were accepted.

There has been a problem at Litwin School with their e-mail server.

The next meeting of the CCPTO may be March 8, 2001 rather than the first. A definite answer will be placed on the web prior to the meeting.

Mr. Cunningham Spoke on "Is That Your Final Answer" a "Millionaire" style program that will be presented by the Title 1 Office in conjunction with CCTPO. This event will take place on April 12, 2001 at the Bellamy Middle School Auditorium at 6PM. The program is designed for Chicopee Public School children and their families in grades Pre-K through 8. There will be nine games played, three in each group, k-2, 3-5 and 6-8. There will be prizes at various levels with trophies going to each family that completes all nine questions. There will be guest MCs and Panel members from the Community participating in this event. Families will need to sign up in advance; more information will come through the schools. Prizes will be solicited through the Chicopee Chamber of Commerce and the various PTO's. Cash donations may be sent to CCPTO, Checks may be made out to CCPTO, all other donations must be forwarded to Jane Bergin at the Title 1 office at 180 Broadway. It is requested that a list be sent to Jane Bergin of businesses solicited by the various PTO’s so that they are not solicited twice. Please have these donations in on or before March 8,2001. The Chicopee School professional staff will be asked for their input to create the pool of questions. All information shall come from the Title 1 office through the schools.  Thurs., January 4th, 2001 CCPTO Meeting

 
Meeting called to order at 6:34 pm
Mayor Kos spoke about building a new Chicopee Comp and Chicopee High. A 1/29th meeting to discuss plans for CCHS- design, placement, vocational school & new building on football field. 90% sate reimbursement for both high schools, $45 million project approved by the aldermen. This allows the city to build 2 new high schools at a city cost of $11 million (90%). Chapin & Belcher 83% reimbursement, $6 million city cost – future possibility for new buildings. Possibly relocate Belcher to 180 Broadway adjacent to Lincoln Grove and move administration to Belcher. $8.5 million for repairs to existing schools: roofs, windows, electrical, etc./ the grant was approved for $8.5 million. Support is needed to go ahead with it. Meeting Tuesday, Jan 30th, at 6:30 pm at the Aldermanic chambers.. Parents we need to support the money for school repairs. CHS should be 2 yrs. In construction. Encourage parents of eligible children – Mass Health, special needs – to file for Medicaid reimbursement, money will apply directly to schools – promised by Mayor Kos. Library: ˝ million donation just received, 2 ˝ million state grant, 3 million bonding- Total $7 million total planned, probably will cost $9-10 million. Mayor Kos would be more than willing to entertain at city hall and in his office anyone the PTO’s feel deserve recognition outside CCPTO Banquet. (photos & certificate presentation). We could also utilize televised school committee meetings.
"Is That Your Final Answer?" discussed – need donations, questions, etc. Need standard request letter, standard format. Meeting 1/10/2001 at 10 am Bowe school library. Tentative dates 3/01 or 4/01.
Concerns about appropriate PTO expenditures:
School programs: CHS band performance – good show (Bob Homan), cost: pay transportation for the band; Cheerleaders or basketball team members read in classrooms.

Meeting called to order at 6:30 pm
Membership forms are still due from several schools with the $30.00 membership dues due ASAP.
Schools paid: Streiber, Barry, Chapin, Szetella, Lambert-Lavoie, Bowe, and Bowie.
The merit award eligibility has changed from 2 years to a 1 year membership and a paid PTO member.
The Chicopee Library donation from CCPTO will not happen as we are ineligible to donate.
A bookkeeper/Auditor will be our guest speaker for January. All schools are asked to be represented to understand the importance of keeping good treasurer records for your PTO.
"Is That Your Final Answer?" will be discussed in further detail from Jane Bergin. It is a night of family fun for all schools. More details in January.
Any businesses that a PTO feels have gone above and beyond and need recognition may contact Telecom 594-3487 or the local Newspapers for further details. Jeanette Deforge from the Union News would love to hear from everyone 592-2377.

Tues., October 3rd, 2000 CCPTO Meeting

Meeting called to order at 6:30 pm at 180 Broadway.
Officer Bob Zigarowski (DARE) spoke briefly on the importance of DARE and their programs and dances they offer.
Mr. Cunningham spoke on being a co-host for the upcoming November 2 meeting with Title 1 at Bellamy School Cafeteria. CCPTO meeting at 6:30 pm with Title 1 at 7pm.
Kathy Heroux showed us the web site designed for our CCPTO web site (www.chicopee.mec.edu) then click on CCPTO. Thank you Kathy. Thank you Rose at Telecom Communications also for the help.
Marlene Midura spoke on a possible donation to the Chicopee Library from CCPTO.
A motion was made to amend the Merit award qualifications from a Two (2) year membership to a one (1) year membership to be eligible It will be further discussed at the November meeting.
