Step1:

Open the Picture you want to add scanlines to.If you like,you can right click and save this earth Pic to do this tutorial. Now add a new layer .Hit ,,Layer ,,New Layer ,,Set the Blend Mode to Normal for right now.
Note:At this Point,Once you've learned the tutorial and are familiar with the way the layers blend,you can set the layer properties (for the New layer) to what ever you want.

Create a New file ,,Hit File ,,New,, Set the Size to ,,Width 1 ,,Height 2 pixels and the Color to black.
Hit the Magnifying Glass ,,Magnify several times to get the pic large enough to work with.
Hit the Selection Tool,and in the Control Palette Hit the Rectangle or Square Tool to Select Half,or 1 pixel.
Now select white as your forground color Go to your Paint Bucket(Flood fill) ,,Set the Fill Style to ,,Solid Color in the Control Palette.
Fill the one pixel with white.
Note:If you don't want to repeat this step every time you create scanlines,Save this file now,and use it as your scanline file.

Step3:

Now go back to your Earth Picture(keeping the scanline file Open),,Hit the Title bar at the top of the file to activate it again.
Make sure you added that New layer.
Hit your Paint Bucket ,,and in the Control Palette set the Fill style to Pattern.
Hit the Options Button at the Bottom Left in the Control Palette
Under New Pattern Source ,,Drop the Menu and select the Scanline Image(it should be Image2)
it should look like the Figure to the left in the Window.

Flood Fill the File With The scanline pattern.
Note: You can flood fill ANY Selection with this pattern.

Now Hit Layers ,,Properties
Move this Properties window out of the way of your earth pic so you can see the preview.
Under ,,Blend Mode ,,Drop the Menu and start at the Top and work your way down the List of Blending Modes.
The Mouseovers on the Variations at the top of the Page will show you three modes for you to try.
Set it to what you think best blends with the Picture your Creating.
There is a good number of modes that will create different scanline effects.
