Bell Hill Home
Ownership-- Phase Two
The second phase of the Bell Hill Home Ownership program is
comprised of 4 projects which will generate a total of 9 housing units, 5 homeownerships
and 4 rental properties.

Vernon St. is located directly across the park from our four units at 22 Northampton
St. This 8000 square foot vacant lot was donated to the CDC by the city. The construction
contract was awarded to Francis Harvey & Sons, Inc.. The structure consists of
two condominiums. Each 3 bedroom, 1-1/2 bath units will be sold to separate buyers,
creating two homewownership opportunities. One of the units will be handicap
accessible. Ample parking will be provided behind the building from Forestdale
Road. We expect the building to be completed and sold by year's end, and will begin
taking applications in October. |

Eastern Avenue is located close to our homeowner buildings at 116 and 121 Eastern Ave.
Abandoned by owners and muddled in probate court for years, it was the top priority
of the Eastern Ave. Neighborhood Association. In 2000, the CDC acquired the building
and had it demolished due to its crumbling foundation, under-sized floor joists, and
dramatic sagging in the center. It has been rebuilt into a new two-family structure
containing a 3 bedroom, 1- 1/2 bath owner's unit with 1358 s.f. of living space, and a 1
bedroom, 1 bath, 550 s.f. attached rental unit. The building has a 2x6 wood frame
construction with Hardiplank siding, wood windows, cellulose insulation, and an efficient
gas-fired boiler with indirect water heating. The owner's unit features an open
floor plan, laundry, basement, and attic storage area. Both units are Energy Star
rated, and constructed by Dennis DiGiando, Inc. of Milford. The new home has
off-street parking and a small yard. |

Stunning Renovation Follows Fire |
| Located off Shrewsbury Street, 89 East Central Street
is in an area identified by members of the Shrewsbury Street Merchants' Association as a
priority for the CDC. It was the subject of a fire that forced the move of two
families. The CDC acquired the property from the Caporelli family, whose generous
reduction of the sale price enabled us to include it in this project. The project required
a full gut renovation. Francis W. Harvey & Sons of Worcester was contracted for the
project. The house contains a two-bedroom, one and a half bathroom owner's unit and a
one-bedroom rental. There is a garage under plus a driveway for off-street parking. There
is a nice side yard with a grape arbor. The new resident, a first time homebuyer,
moved in February, 2003. |

Street is located around the corner from three Eastern Avenue properties refurbished
by WESCDC. One of many three-deckers in the city, its deterioration was a concern among
area residents and businesses for some time. Although renovation was begun by the former
owner, it was never completed. The building, located across from UMass Memorial Medical
Center, sat vacant for many years. The property contains a three bedroom owner's unit and
two three bedroom rental units. It has off-street parking and is located on the bus
route. The new homeowner moved into the first floor in February of 2003 and rents the
second and third floors to income-eligible families. |

Renovation of two first-time
homebuyer units located at 22 and 24 Northampton Street are complete. Previously a
boarding house, the building has been renovated into a duplex. Both units contain a
four-bedroom owner's unit, which is located on the second and third floor, plus a
one-bedroom rental unit, located on the first floor. The unit at 22 Northampton also has a
2-car driveway.
Interest was high in the property which has a back yard and
is located across the street from a park. Northampton Street is off of Lincoln Street,
offering access to a city bus route. Part of Project Remember, an open house was held
Friday, March 22, 2002. |

Decker Brightens Corner |
| The renovation of 57
Catharine Street, was completed in November of 2000. The house is located on the
corner of Catharine Street and Eastern Avenue. Once vacant, over-run with weeds and badly
in need of siding, the three decker is now home to three families. The renovation included
new vinyl siding and windows, refurbishing of gleaming hardwood floors throughout and
removal of lead paint. |

Welcomes New Home |

An open house was held on January 12, 2000 at 116 Eastern Avenue.
Mayor Mariano and City Councilor Mike Perotto attended the ribbon cutting for the first
home of the Bell Hill phase of development. The first-time homebuyer, was present
for the ribbon cutting along with family and friends. One of many triple deckers which dot
the Bell Hill area, the ESCDC acquired the property through a private purchase.
The house features an owners unit with four bedrooms
and two full baths and two 3-bedroom rental units. A nice yard runs down the side of the
property. |
