Topdog Keeper
I.
League
Make-up
a. The league fee is $20.00 per franchise for a total of $320. $85 will be deducted for MFL and MFL History services for a total payout of $235.
b. Payouts are as follows:
i. League Champion $100
ii. League Runner-up $ 55
iii. Divisional Champs $ 80 ($20 each)
c. There will be 4 divisions consisting of 4 teams each for a total of 16 teams
d. Team names will be made up of a “geographical area” and a nickname. Team names are subject to approval of the commish and should be “professional” in nature. Team logos must pertain to the team name.
II.
Draft/Keepers
a. The draft will consist of 40 rounds including keepers.
b. Keepers will comprise the following:
i. Active Roster Keepers – No more than 1 per position
1. 3 Offensive players (QB-RB-WR-TE-PK) (Required)
2. 3 Defensive players (DE-DT-LB-CB-S) (Required)
3. 1 non TS Rookie Draft pick from the previous year (Any Position) (Optional)
ii. Taxi Squad Keepers
1. 4 players from the previous year Taxi Squad (Any Position) (Required)
c. The draft will begin each year @ 6 p.m. on the Friday prior to August 1
i. Slow draft with a 15 hour timer
ii. If the timer expires the system will automatically pick a player for the owner based on the highest-ranked available player, on the owner's "My Draft List" player ranking, and then once that list is exhausted, according to rankings displayed on the ADP page. The owner will remain in the automatic mode indefinitely until the commissioner is notified the owner is ready to resume picking.
d. Keepers will be chosen from the previous year roster.
i. Veteran keepers selected will be inserted into the current draft 2 rounds earlier than the round drafted the previous year.
ii. BBid or FCFS Free Agents selected as keepers will be assigned a round 12 pick or the first available pick after the 12th round. In the event that multiple Free Agents are kept, the Free Agent(s) will be assigned the next available pick after the 12th round.
iii. Players drafted in round 39-40 (TS player from previous year) would be assigned to rounds 35-36 or the next available pick prior to round 35. With the exception of round 39 or 40, draft position always takes precedence to TS or FA keeper players.
iv. Draft picks from the previous season that were dropped and subsequently claimed as a FA will be treated as a FA regarding the current year draft position if selected as a keeper.
v. When a player is selected in the 1st or 2nd round, he is not eligible to be a keeper the following season.
vi. Draft positions will follow players when traded.
vii. If you do not have any Taxi Squad players from the previous year...you must forfeit your draft picks from round 37-40.
viii. If an owner who does not have TS players from the previous year is replaced.....the new owner will be allowed to select 3 TS players prior to the draft. Selected player must be an eligible TS player.
1. Player must not have scored more than 64 points for an Offensive player or more than 48 points for a IDP. (TP’s accumulated thru week 16 the previous year)
2. Player may not have been on IR or suspended from the previous year.
3. May not be a player that was on another teams previous years’ final roster.
4. May be one of the players on the current new owners’ roster IF the player qualifies as a TS player.
e. Draft position is determined by previous year order of finish and will remain the same for each round:
i. Positions 1-8 will be determined first by W-L, then total points from the previous year with the lowest total selecting 1st.
ii. Positions 9-16 will be determined by order of finish in the previous year playoffs.
1. The Champ will have pick #16
2. Total points will break any ties.
iii. Draft positions for 2010 will be determined by the FFToolbox random generator.
1. Each owner will receive an e-mail verifying the draft order.
2. Inaugural draft will be serpentine.
III.
Rosters/Taxi Squad/Injured Reserve
a. Roster Limits
i. Preseason roster limit is 43. Rosters must be reduced to 40 the Monday prior to the kickoff of regular season game #1.
ii. The regular season roster is 40 until the kickoff of week #4 at which time rosters must be reduced to 37. These extra roster spaces can be used to hold on to drafted rookies and/or previous year Taxi players drafted in rounds 37-40 that you ultimately want to put on the current year Taxi Squad. There will be no Taxi Squad players in the draft during the inaugural season so you may use these places as you see fit.
b. Injured reserve will be limited to 5 players.
i. To be eligible for the IR the player must be on the NFL IR
ii. MFL official designation is the standard reference.
iii. Once released, players on NFL IR may not be picked up by another team
c. Each team will build a Taxi Squad of 4-6 players. 4 players on the Taxi Squad will be the 37th – 40th draft picks for the following year.
i. Taxi Squads may start being built with the 1st blind bid waiver period after the kickoff of the 3rd regular season game.
ii. Each team must retain at least 4 players on the squad by the kick off of week # 8 or a penalty of $10 TD Bucks will be assessed. Owners who do not retain the required TS players by week 9 will not be allowed to return to the league the following year.
iii. Players eligible for the Taxi Squad are as follows:
1. Players acquired through Blind Bid waivers.
2. Rookies acquired during the regular draft. These players must remain on your active roster until the TS opens. (Kickoff of week #3)
3. Taxi Squad players from the previous year redrafted in rounds 37-40. These players must remain on your active roster until the TS opens. (Kickoff of week #3)
4. In addition to the above:
a. Offensive players must average no more than 4 fantasy points per game.
b. Defensive players must average no more than 3 fantasy points per game.
iv. Players picked up as First Come, First Served weather preseason or in-season are not eligible for the Taxi Squad.
v. If at any time these limitations are exceeded the player must be activated or released until he becomes eligible again.
vi. No drafted player can be put directly to the Taxi Squad with the exception of a drafted rookie or TS players from the previous year.
vii. Drafted players (other than rookies or TS players from the previous year) must be dropped and picked back up through the Blind Bid Waiver Wire process. (Not First Come, First Served Waivers).
viii. Eligible players may be added to and/or dropped from the TS until the kickoff of week #13 when Taxi Squads freeze.
IV.
Standings/Tie Breakers/Playoffs
a. There will be a total of 16 teams divided into 4 equal divisions.
b. Playoffs
i. The team with the best record in each division will participate in the playoffs as Division Winners.
ii. The next 4 teams with the best records will also participate in the playoffs as Wild Card teams.
c. Standings Tiebreakers will be as follows:
i. Best W-L Record
ii. Best Divisional W-L Record (only if tie is within the division)
iii. Most Points Scored
iv. Best Head to Head Record (only if all teams involved have played each other)
v. Highest Power Rank
d. Playoff Seeds and Brackets
i. The 4 Division winners will be the top 4 seeds with the top Wild Cards 5-8.
ii. Playoff Brackets
1. Round 1 – 1 vs 8; 2 vs 7; 3 vs 6; and 4 vs 5.
2. Round 2 – Of the remaining teams -- 1 vs 4 and 2 vs 3.

V.
Match-ups and Lineups
a. Each team will play 14 regular season games in 13 weeks. Week 11 will be a doubleheader week.
b. Teams within the division play each other 2 times each and also 8 non division games.
i. Non Division game schedules.
1. Division 1 will play division #2 every year.
2. Division 1 will alternate years with Division #3 and #4.
3. Division 3 will play division #4 every year
4. Division 3 will alternate years with Division #1 and #2.
c. Starting lineups will consist of 21 players:
i. Ten offense consisting of:
1. 1 Quarterback
2. 2-3 Running Backs
3. 3-4 Wide Receivers
4. 1-2 Tight Ends
5. 1 Kicker
ii. Eleven Defense consisting of:
1. 1-2 Defensive Tackles
2. 2-3 Defensive Ends
3. 3-4 Linebackers
4. 2-3 Corner backs
5. 2-3 Safeties
d. One player from any position will be selected each week as a tie breaker.
e. Players lock at the start of their NFL game.
f. Other Starting Lineup Requirements.
i. Owners must submit a lineup by the deadline. Any owner/team not submitting a lineup will be subject to the following:
1. 1st occurrence - The Commish along with another non opponent will select the lineup
2. 2nd occurrence - Same as (1) above plus the owner will be immediately replaced.
ii. Lineup must consist of the full league required starters.
iii. Player must be active on an NFL roster.
iv. Player must not be on the NFL game day inactive list.
v. Player must not be on NFL IR.
vi. Owners must make every effort to enter the best possible lineup. Any owner thought to be tanking will be subject to a league wide vote.
1. Any two owners may call for a vote by notifying the commissioner. Owners will remain anonymous
2. At least 8 votes will be needed to confirm tanking.
3. Any owner deemed tanking will forfeit the #1 pick in the following draft. A 2nd occurrence of tanking will result in expulsion from the league.
vii. This tanking rule will apply to any unethical act committed by an owner.

Scoring
a. See MFL website for current scoring rules.
VII.
Waivers/Free
Agents
a. There will be no off-season waivers.
b. Each team may spend $125 TD Bucks on blind bid (BBid) or FCFS waivers per year.
c. Pre-season waivers are First Come/First Served and start 1 hour after the completion of the draft.
d. TD Bucks charged for each player acquired via FCFS waivers is $2.00
e. Regular season blind bid waivers will be run 2 times per week.
i. Each waiver period has 5 rounds.
ii. Waivers are awarded based on highest BBid and will be deducted from the team TD Bucks balance. Tie bids go back into the free agent pool
1. 1st waiver on Wednesday @ 8 p.m.
2. 2nd waiver on Saturday @ 8 a.m.
iii. Waiver Bidding
1. Bids for the Wednesday waiver may be submitted beginning 1 p.m. on Sunday thru 8 p.m. on Wednesday.
2. Bids for Saturday waiver may be submitted beginning 8:30 p.m. on Wednesday thru Saturday @ 8 a.m.
iv. Waivers will be First Come, First Serve from Saturday @ 9:00 a.m. - Noon Sunday. (Reminder: FCFS pickups are not eligible for the TS)
v. Blind Bid waivers will end with the kickoff of week #13.
f. Post season waivers will be first come, first served and will be open Wednesday 6 p.m. thru Sunday @ the kickoff of the final game.
i. Players may be picked up until the kickoff of their game.
ii. If you pick a player up....you must insert him into your lineup.
iii. There will be no roster limit.
iv. Teams may pick up a player only to replace an injured player.
v. You must enter the playoffs with at least 1 viable backup for the player to be replaced.
vi. You must use a player on your roster if available.
vii. Waiver player must be released when the injured player is back in the NFL lineup or when your team is eliminated from postseason.
viii. Post season waivers do not require any TD Bucks.
g. Any player on an NFL IR list is NOT eligible for waiver pickup.
h. Players dropped at any time other than during a waiver draft are locked until the next time waivers are processed.
VIII.
Trades
a. Trading may begin when the draft begins. The trading deadline is the Kick-off on week #11.
b. Trades must be approved by the Commissioner.
c. Future draft picks may not be traded. Only picks during the current draft in progress may be traded. Picks associated with keepers may not be traded. Only the player may be traded.
d. Owners may make trades at any time.
e. Owners should be responsible for responding to trade offers from other league owners. Some recommendations are as follows:
i. You should check your trade offers EVERY TIME you log onto the league website.
ii. If the offer is not acceptable…..reject it immediately.
iii. Make counter offers OR at least make suggestions in the comment box provided.
iv. If you need time to think about the offer, you should e-mail the owner that offered the trade or post a message on the board giving a time frame for responding to the offer.
f. There will be at least a 1 hour holding time for all trades once the commissioner receives the trade agreement.
i. Criteria for denying a trade are as follows:
1. Obvious unfair trades or series of trades as deemed by the commissioner which have an appearance of collusion.
2. Objection from 2 other owners. If 2 league owners object to a trade once it has been accepted by the commissioner, a vote will be taken. A poll will be posted and owners not involved in the trade will be given 24 hours to accept or overturn the trade. Eight votes will be required to overturn a trade. It is the owner’s responsibility to be alert to the activities of the league. No notification of the poll is required. In the event that a trade is overturned the trade will be reverted at that time. Any fantasy points accumulated will stand.)
3. Trade errors. (The commissioner will hold all trades for 1 hour to provide an opportunity for owners to correct accidental acceptance or offers of a trade. This rule is waived during the draft or if both owners are online at the same time to inform the commissioner that the trade is good to go. It is the responsibility of all owners to know how to contact the commissioner or his assistant to inform us of an incorrect trade. Contact information will be given each year at the draft.
ii. There is no recourse to revoke a trade once it has been approved by the commissioner except as provided above.
