  1. Ranks and Points

    1. Description of the Promotion Point System

The promotion point system has been put into effect in an effort to bring about better attendance at sims and so that fellow warriors don't feel lost in the wind wondering when they will be promoted. Promotions will be granted to those warriors who have the appropriate point totals for the next rank as long as the Captain deems that they are worthy and have shown good conduct. The points system is a useful tool to the Captain and department heads, which will readily show which warriors appear to be falling behind the rest of the crew. This in turn will help the Captain and department heads take appropriate measures to fix whatever the problem may be. This in turn should lead to an improvement in the quality of the sims and the ship's crew.

    2. Table of Ranks and Points

Each rank has a certain number of points, which a warrior must earn to move up to that rank. The ranks and the required points are detailed below:

    3. Basic Points

The most basic way to earn points is to show up to the sims regularly. When a crewmember attends a sim, they automatically gain five points towards their next promotion. These basic points are at the Captain's discretion though and can easily be taken away for disruptive behavior.
The next way to earn points is to recruit. Recruiting will earn a warrior five points per recruit and if any warrior brings in five recruits, then the warrior will receive the Senior Recruiting medal worth twenty points. Also, every time a crew member that was recruited by another crew member shows up to a sim that person will receive an additional two points per recruited person that shows up.
Any warrior may be docked five points for missing a sim without rendering an excuse before the sim. Some leniency will be applied to certain situations but forgetting to send in an excuse will not be one of them. The docking of these points is at the Captain's discretion. However, the sending of the excuse is not just for the captain of the ship it for the rest of the crew as well and will help the captain to determine whether or not a sim should be held at all during any given week.

    4. Points Through Medals

Another way to earn points toward a promotion is to excel in such a way as to catch the eye of the Captain and obtain medals. Medals can be gained many times over with each medal being worth the same amount of points it was the first time a warrior received it. Any warrior who receives additional medals beyond the first will gain clusters to add to the medal to signify that the warrior has earned it more than once. For complete clarity, if a warrior held the Silver Trefoil of Valor and had three clusters that warrior would have received the medal four times. The distribution of these medals will be at the Captain's discretion except for the Klingon Medal of Honor which will have to be endorsed by the Command Council at the next Command Council Meeting. The Medal of Honor has a variable point value. If the warrior receiving it is within one hundred points of the next rank, then a promotion shall be instantaneous as long as any other prerequisite conditions have been met for that rank. If the warrior is not within one hundred points of the next rank, then the medal shall be worth one hundred points.
A special type of medal exists called the Special Campaign Medal, which the Captain may freely make up at his/her discretion. These medals are to be given out as the Captain sees fit to the crew after a campaign, which would be a lengthy, mission or set of intertwined missions. The Captain may or may not make up these medals but they do exist. The Captain is warned though that making these medals up and handing them out like candy every week or every other week will not be tolerated. The Captain should try to limit these medals to once a month at the least.

A list of medals and their point values are listed below:

    5. Points through Bios and Logs
    6. Another way to earn points toward a promotion is to create a bio for your character. The maximum amount of points that a warrior could get for creating a bio would be ten points. The matter of how many points you get will be at the captain's discretion but generally the more in depth your bio is the more points you should get and vice versa. A handy skeleton bio format is given below. You may add to it or take away from it but the more detailed you get with your character the more points you will get. Creating a bio shows enthusiasm for the sim you are in and will allow other crewmembers and the captain to get a grasp on who your character is beyond your screen name and rank. A bio is required for promotion so it is in your best interest to make one and send it to your captain.

      BRIEF BIOGRAPHICAL SYNOPSIS

The other new way to get points would be to write logs for the sim that you are in. There are two types of logs, duty logs and story logs. The Duty logs and Story logs will be worth a maximum of five. In addition, there will be a log of the month for each ship. If your log is chosen as log of the month you will receive an additional five points as a reward for having your log named log of the month. The points that you get for actually writing a log seem to be small but it adds up in the end and you will rise in rank faster than those that do not write logs. Also logs will be read not only for content but neatness and readability. If it looks like a first grader wrote it then you can pretty much guess that the log will be worth between zero to one point. You will get back what you put into them so it helps to do a good job on them and if they are duty logs a little professionalism in the writing is a must.

  2. Captain's Duties

The captain of each ship will monitor and record the points of each crewmember. When recording the points the Captain will note points added or lost to the side of the crewmember's current point total. The Captain will also indicate any medals that a crewmember may have received. These points will be submitted BI-weekly to the Promotion Points Tracking Officer (PPTO). The Captain will also submit a carbon copy of his/her mission brief for that week to the PPTO. The report will be turned in on time or the Captain will be docked ten points unless mitigating circumstances prevented the Captain from filing his/her BI-weekly report. The third time a BI-weekly report is late the Captain will lose fifty points instead of ten. The Captain will also have both mission briefings turned in no later than the due date for the BI-weekly report or the Captain will lose another ten points unless mitigating circumstances prevented the Captain from filing his/her briefings. The current PPTO is Ech' Sa' . The Captain will not be required to give a reason for taking points away from crew members unless the PPTO notices that a crewmember is on a downward trend and then asks why the crewmember is continuing to lose points. However, it is the Captain's duty to make sure that crewmembers never end up in a downward trend. The Captain must attempt to fix the problem with the crewmember by fixing it himself/herself or by having the crewmember's department head fix the problem. If the Captain cannot handle the situation then the PPTO may be brought in to help with the situation. If the Captain has questions or concerns about any of these policies, he/she may contact the PPTO. There will be a BI-monthly meeting with the Captains and the PPTO to discuss the current point situations of their crews. The meeting will also give the Captains a chance to discuss with the PPTO any proposed amendments to the promotion point system. The proposed amendments will be voted on by the Captains and must pass by a 2/3 majority. Then the Command Council will vote on the amendments and must pass the amendments by a 2/3 majority for them to become part of the promotion point system. This vote will take place at the next Command Council Meeting following the BI-weekly meeting. This keeps the system dynamic and democratic and will allow it to grow and change.

A sample BI-weekly report is below:

    Rank

    Position

    Name

    Week 1

    Week 2

    Total Points

    Medals

    HoD Captain Alpha

    +6

    +6

    853

    la' XO Beta

    +5

    +40

    635

    Silver Trefoil of Valor
    ra'wI' Tactical Gamma

    +7

    -5

    422

More would follow but this should give the Captain an idea of the format. This format will make it easy for the PPTO to read the BI-weekly reports and use the information contained in those reports to make a consolidated report which will be sent up the chain.

New ships are now to be given a grace period. This grace period will last two weeks but will only be activated when the ship starts simming. This means that the captain will not have to send in reports until his/her third sim.

The captain has the express power to demote any officer for any reason as long as the reason is just. Any demotions will be filed with Ech' Sa' Veqlargh along with the reason for demotion. If the reason is not considered to be good enough the demotion paperwork will be sent upward for re-evaluation by the upper chain of command. The determination of the justness of the demotion will be sent back to the captain at the command structure's earliest convenience.

Those seeking to become captains should consult Ech' Sa' Veqlargh. The field promotions should only be used to maintain an efficient command structure. All other promotions should come naturally through promotion point accrual.

The captain has the power to fire any officer and remove them from the ship after due process. The petition to fire shall be sent to the upper chain of command. Any proposed firings will be discussed and after all facts have been evaluated a decision will be made and released as swiftly as possible to the captain.
