Welcome to my 2010 School Board Campaign page.  On these pages, you will find information about my background, my family, my community activities and my reasons for seeking to serve once again on the Board of Education.   Connie and I raised three sons, Joshua, Ben, Michael, and all three graduated from Technical High School.  

I support:
★ Sustainable transparent budgeting that preserves class size
Meaningful information for parents on student progress; support for parents who want to help their students' at home; welcoming environment for parent involvement in their childrens' schools

★ High Expectations for all students...Accountability based on high standards and regular reporting of school and district results
★ Governance and leadership that we can be proud of

  • Partner with the Rinke-Noonan Law firm since 1984.  (See my law-firm page by clicking here.)
  • Law Degree from Georgetown University Law Center, and B.A. in economics with honors from Oberlin College
  • Past community activities have included membership on Symphony Board, Curriculum Advisory Committee, PTA.  I served two times operating referendum chair.  For about two decades, I have served as the volunteer chair of the 7th Judicial District Fee Dispute Resolution Committee.  The panel that I chair assists clients and their lawyers resolve fee disputes without litigation. 
  • I have a Masters in Teaching and taught high school in Washington, D.C.  and New York before attending law school.  My wife Connie holds a Masters in Education from Bank Street School of Education, with a focus on reading.    She taught elementary school in public and private schools for many years  now has an active practice tutoring students in reading, math and ACT prep.
  • I was appointed by Minnesota Education Commissioner Powell to serve as Chair of state gifted and talented task force to promote excellence in graduation rule. Our work led to the Scholars of Distinction program

Connie and I moved to St. Cloud in 1978, when our first son was born at the St. Cloud Hospital.  Connie taught at the Campus Lab School and I practiced law....

St. Cloud Public Schools have given a lot to our family and especially to our sons. They all had fabulous opportunties here to take challenging courses taught by outstanding teachers.   Connie and I believe that we owe it to the next generation here in St. Cloud that they should have the same opportunities....s

ICU
In 1984, our twins, Michael and Ben were born at St. Paul Childrens Hospital.  They were 7 weeks premature, born during the nurses strike.  We headed for the Twin Cities down I-94 at breakneck speed and were fortunate to obtain the last two prenatal ICU spaces available at that time.....

Thanks to fabulous care by the nurses and docs, and three weeks of intensive care, they thrived.  They entered school at Talahi Elementary where both Connie and I regularly volunteered, tutoring in math and reading.

All of our sons participated in activities  Michael and Josh sang and acted in musicals.  Activities, including arts, athletics, drama, speech are an important part of the growth of many of our young people. Committment to maintain activities is an important part of our district's operating referendum.

All of our sons had great teachers and a great elementary education.   Michael graduated from Tech, which provides fabulous opportunities in mathematics, and is now pursing an advanced degree in mathematics at the University of Michigan....

We all thought Ben was going to be a musician, but at Technical High School, he was introduced to the biological and other sciences by our outstanding science teachers there. He's now studying Oceanography at University of North Carolina, Chapel Hill.

When your children get married, you look on the future with a brand-new perspective. You begin to think about whether our policies are going to be sustainable well into this century.

This summer, Josh graduated from UC Berkeley in Astrophysics.  We're proud, of course.  But we're even more proud that he's volunteering weekly to tutor children in Washington, D.C., in the neighborhood where I first taught school.

Josh, and his wife Lucy share a passion for service, a passion Josh learned here at Technical High School, where service to community is an important part of what our students learn.  Joshua's major projects in Astrophysics include Astropulse, a distributed computing project that searches for Black Holes and other phenomenon, using the Arecibo Radio Telescope,  and Stardust, a NASA project that allows volunteers to use a "virtual microscope," to assist in analyzing comet dust from the Stardust Spacecraft.
