We don't know the event, but you can see the folks are very well-dressed. We think we can identify everybody except one attendant who is standing to the far right, and feel that the date is definitely the year 1927.
Left to right, standing: Erma Dickson Blevins, wife of Ira Vermont Blevins; Robert Leonard Blevins; Ethel Silver Blevins, wife of Walker Sigsbee Blevins (who may possibly be the photographer); seated on the upper step, Ira Vermont Blevins who appears to be holding a map; young boy, Romey Woodrow Blevins; Adina Johnson Blevins; Avah Lona Blevins; and unknown attendant. Seated in front of Avah is Clarence Winston Blevins.
Linnie Beulah Blevins is holding Clifford Ross Blevins; Clifford appears to be about six months old. The child to Beulah's right and the one at the forefront are likely Rilista Jewel Blevins and Robert 'Bobby' Blevins.
Jewel, Bobby, and Clifford Blevins are children of Ira Vermont and Erma Dickson Blevins. Romey Blevins is the youngest child of Nathan Alvin and Adina Johnson Blevins.
Nathan and Adina had just moved to Kingsport, Tennessee, earlier that year of 1927.
