I am so excited that you may be relocating to the area.  Originally from Johnson City, I joined the Navy and was stationed in Japan.  Needless to say I saw a lot of the world and parts of the USA.  However, there is no place like the mountains of upper East Tennessee.  There are four mild seasons.  The Great Smokey Mountains, Gatlinburg, and Pigeon Forge are just a 45 minute drive away.  East Tennessee State University, Quillen College of Medicine and the Veterans Administration are also located in Johnson City.  The University of Tennessee is located in Knoxville about 1 1/2 hours from the Tri-Cities and the excitement of Nascar racing is in Bristol, TN.  The hottest ticket on the circuit.  The surrounding cities and counties have numerous festivals including Jonesborough Days (Jonesborough is the oldest town in Tennessee) where story telling is nationally known.  Driving the Blue Ridge Parkway in the fall is spectacular!  We have numerous lakes, golf courses, shopping, great restaurants, concerts and more!  The living is easy and the people are friendly.

Upper East Tennessee Weather

Tri cities and vicinity, at approximately 1525 feet elevation, is surrounded by the appalachian mountains and the Great Smokey Mountains National Park which is 6,642 feet at its highest point.  The latitude (36.29 degrees) and the surrounding mountains gives the area four distinctive seasons.

Winter in the Tri Cities is primarily from December through early March.  Highs in the upper 40's to low 50's with lows in the upper 20's.  Occasional snowfall is usually 1 to 4 inches with a seasonal of 10 inches.  The mountains can receive 20 inches or more.

Spring begins cool and rainy.  The days begin to warm by the end of April to the 70's.  Snowfall ends in early March and lows rise to the mid 50's.  The mountains come alive with all their natural beauty and the tourist season begins.

Summers are fairly warm with highs in the upper 80's to low 90's.  Thunderstorms are frequent, however tornadoes are very rare.  Late summer is dry, hot, hazy and humid.  Lows are near 70.

Fall begins warm but is very unpredictable.  Highs drop from the mid 80's to the mid 60's without much warning.  After the spectacular display of October leaves, the tourist season comes to an end.  The first frost is usually in mid November.  This season is the driest.

Entrance Age
A child entering kindergarten must be five years of age on or before September 30 of the current school term.  A child entering first grade must be six years of age on or before September 30of the current school term.  As of the 1993-94 school year, the child must have attended an approved kindergarten prior to enrollment in first grade.  A transfer student who has been legally enrolled as a first grader in another state may be admitted if he/she will be 6 years of age no later than December 31 of the current school year.

Property Tax:  The property tax rate is subject to annual adjustment by the City and County legislative bodies.  As of July 1, 1999, Johnson City's rate is $1.87 per $100 assessed value and County taxes of $1.93 per $100 assessed value.  The ratios of assessment for both City and County are 25% for residential property, 40% for industrial property, and 30% for personal property (business only).
Sales Tax:  6% state tax on all durable goods, leases, or rentals of tangible personal property, plus a location specific tax.
State Tax:  There is no individual income tax in the state.
