The People's Agenda Medicaid Reform proposal is an initiative petition to cancel the cuts in the state's Medicaid program made by state lawmakers in 2005. Thousands of low-income Missourians lost health care coverage because of these cuts. This initiative petition proposal would change Missouri laws, not our constitution.

This proposal would:

1. Raise Medicaid eligibility criteria to 100% of the federal poverty level for custodial parents, the disabled and elderly.

2. Restore dental and optometric services coverage under Missouri Medicaid for eligible adults.

3. Reinstate Medicaid MC+ coverage for children whose family's income does not exceed 200% of the federal poverty level.

4. Reestablish Medicaid eligibility for temporary and permanently disabled people who have no other resources (General Relief).

5. Remove the clause that ends the Missouri Medicaid program on June 30, 2008.

The petition must be signed by 120,000 registered Missouri voters to be placed on the November 2006 General Election ballot. Petition signatures were submitted to the Secretary of State by the deadline.

The PEOPLE'S AGENDA FUND was the sponsor of this initiative petition effort.
They say:

"Families, advocates and community groups from every Missouri region are joining this People's Agenda campaign. We won't let our healthcare be sold for profit! Take action for public health!

"The Medicaid Reform Initiative Petition aims to begin the process of recovering healthcare coverage for thousands of Missourians and making needed reforms to the state's system. Groups will convene a People's Agenda Referendum in early fall 2006 to begin laying out comprehensive reforms for Missouri's healthcare. Lawmakers have a chance to redeem themselves by signing the People's petition and eventually signing on to the healthcare reform proposals drafted during the People's Agenda Referendum later this year."

Initiative Petition Proposal

This petition failed to meet the required number of signatures, so will not be placed on the November 2006 General Election ballot. But it was an extremely valuable all-volunteer initiative petition effort that showed that thousands of Missourians know that health care must be a priority for all.
