STATE TRANSPORTATION FUNDING
New Regressive Taxes

[updated January 1, 2003]

SENATE BILL 915 was passed by the General Assembly (CCS for SBs 915, 710 & 907) Sen. Morris Westfall, sponsor. This bill:

A vote of the people is required by this act. It was placed on the ballot at the August 6, 2002 election. The revenues from these new taxes wwould not be subject to the Hancock restrictions.

According to the fiscal note for the bill, it would raise $550 million per year. (The fiscal statement for the ballot measure gives a lesser amount.)

Missourians for Tax Justice opposes any sales tax increases at the state or local level.

MTJ has recommended income tax as an equitable alternative for paying for transportation needs. Income tax is more equitable because it is based on the ability to pay.

We need to demand that transportation needs be paid for with taxes based on the ability to pay, not by more unfair, regressive taxes.

For more information on the ballot measure, see Proposition B

MTJ urges citizens to contact their legislators and Governor Holden
to let them know the people WILL NOT support more regressive sales taxes.

MTJ urged citizens to vote NO on Proposition B last August,
and to demand a better, more equitable transportation proposal
from our legislators and governor. This proposition was overwhelmingly defeated.
