HISTORY: Tower was one of the original Dreadnought robot designers. She was captured during a raid on a HYDRA facility in the depths of Lake Erie. She was captured by Black Eagle and the Elder, both of whom were based in Ohio. .As a result she was imprisoned for several years. Upon her release she set out on a vigilante mission against her former allies, HYDRA. This brought her into conflict with the new fledgling group, the LEGION, on several occasions.Despite several battles, she always escaped uncaptured. Eventually she was captured and turned over to SHIELD.

She was recruited by the CIA to do some undercover work. Her assignment was to eliminate terrorist threats using any means necessary. She worked solo, using her skills to create newer, improved Dreadnought robots. In fact, no other US agencies were aware the CIA had a new operative. This once again brought her into conflict with the LEGION, who had thought she was in prison. It took a while, but eventually they discovered she was working for the US government covertly.

Eventually, this brought the LEGION into the Gov Wars, as they wanted the answer as to why Tower was released onto the public. At the time, there was an intensive internal struggle among various governmental groups as to who had what authority over whom. During the Gov Wars, Tower became part of the Suicide Squad, working as part of a team now. As a result of the Gov Wars, the Suicide Squad was apparently disbanded. Tower is now believed to be in prison for her crimes.

Tower was reassigned as a result of the Gov Wars, and became a free agent, working as a contract employee to the highest bidder. She stumbled upon information that showed the US Government was creating paranormals on purpose to prepare for a paranormal war. She sought aid from Mike the Elder, as her former contacts were now looking to silence her permanently. Even Tower could not withstand the whole government. She tried to get the info from the files of Dark Eagle, but when that was fruitless, she kidnapped the Elder's student, Scarlet Speaker. Her plan became flawed, when he was seriously hurt when a Dreadnought tackled him. She managed to keep him alive long enough for Mike and the LEGION to effect a rescue. Tower revealed her plans when her underwater base came under attack from an unknown source, though it was believed to be the government. She, thinking ahead, had implanted the information into one of her Dreadnoughts and sent it to escort the LEGION to a teleport pad, while she stalled the attackers with her other Dreadnoughts. The LEGION escaped with the Dreadnought, leaving Tower to her fate. Tower is believed dead now, as she apparently sacrificed herself so that her info could get out and in the hands of Mike the Elder. What becomes of that information now is in the hands of the LEGION. (NOTE: This is detailed under Aftermath & Reunion)
