Scanning these days certainly is more complicated.

I do not recommend the purchase any non digital (analog) scanner at all.
You can future proof yourself by going to a digital scanner

Common question: Will digital scanners receive non digital (analog) frequencies? Yes they do.

If you buy Uniden or do buy radio Shack, I'll get you 'fully' setup in short order.

In order to recieve the digital frequencies, scanners need to be Trunktracker IV or APCO-25 capable.
Current ones that work on the digital radio system are the:
Radio Shack Pro 197,  Pro 106, Pro 107 , Pro 18
Uniden BCD396XT, BCD996XT
GRE PSR 500, GRE PSR 600, GRE PSR 800

Bear in mind Bay County has installed a digital radio tower and all county fire departments have switched to
digital. Police will follow by May-June timeframe. News Story.

Gratiot county, Tuscola county, Saginaw county and city already use digital radios. Lapeer will be as well. 
This only leaves in the area; Arenac, Isabella, Gladwin and Midland counties 'currently'on analog.
