Panama    

Remember that Jimmy Carter gave the Panama Canal back to Panama and is closing American presence in 1999, including Howard Air Force Base. (In fact, many of the military dependent housing units in the area have already been turned over to the Panamanians. The Panamanians are selling, and many retired Americans are buying.) After that, it may be difficult to get to Central America standby unless the Soto Cato base in Honduras stays open. My gut feeling is that base will remain open to give the US access to this part of the world.

UPDATE 29 APR 99 - There are no longer commercial lease flights into Central America!  Standby flights are only available using Military Transport aircrafts - best bet is still Charleston, although Dover has direct flights occasionally.
