The form of government known as Federation offers more autonomy to local governments allowing for greater efficiency, but the oversights necessary to make this system will take time to work out.

Description

Star Democracy brought us a limited amount of independence for star systems. However, the central government was still by far the controlling hand in internal affairs. The newly proposed Star Federation form of government sets things up where each star system is equal. This encourages people to freely mingle from one star system to another, without worrying about the standing of a particular star system. In other words, the approval rating is no longer the most important factor in determining how well a planet does economically.
Professor Matthew O'Brien of the Arkor University comments on the new system: 'The government now has the task of keeping people happy by continuing the construction of expensive social projects. Since the population of a particular planet is no longer dependent on their happiness, it is a lot more likely that they will get unhappy. If they get unhappy enough, they may rebel and the government will lose entire star systems.'
The added economic benefits of a Federation of systems over a democracy are significant.
