West Hills Regional Police

 

    The West Hills Regional Police Commission embodies the neighboring municipalities of Westmont, Brownstown, and Southmont Boroughs and Lower Yoder Township.  The Commission was originally established in 1978 when the Councils of Westmont and Brownstown Boroughs entered into a mutual agreement to provide professional regional police services to their residents at a more economical cost to their municipalities.  Southmont Borough joined the Commission in January of 1994 and Lower Yoder Township became a member in January of 2001.  The West Hills Regional Police Department, under the supervision of Chief Andrew T. Havas, consists of 11 full-time and 9 part-time officers, together with a full-time secretary.  Det. Sgt. George Muslin, in his capacity as Criminal Investigator, is the second in command of the Department.  A number of officers have received specialized training.  At the present time, the Department also includes a Certified S.E.R.T. Training Officer, a Certified Firearms Instructor, a Certified PADOT Truck Inspection Officer and a Crime Prevention Officer.  A Special Emergency Response Team (S.E.R.T.) has been formed within the Department, and the participating officers, along with officers from Conemaugh Township/Somerset County Police Department, are being instructed to respond to situations that require tactical expertise.  Also, many of the officers of the Department are active participants in the Cambria County Drug Task Force, including the Walk & Talk Program, and also participate in Federal and State Drug Task Force investigations.

    Chief Havas is a member of the Advisory Boards of the Cambria County Department of Emergency Services, the Cambria/Somerset Counties Crime Stoppers Program, and the Cambria County Officers' Memorial Program.  He is a former President of the Central Pennsylvania Chiefs of Police Association.

    Headquarters of the Department are located in the lower rear level of the Westmont Borough Municipal Building at 1000 Luzerne Street.  Normal office hours are maintained Monday through Friday from 8:30 A.M. to 4:30 P.M.
