Bureaucrat is a compliment in Iconium. The imperial bureaucracy is second only to the church in the minds of the citizenry, for it's moral fiber and integrity.

The Bureaucracy in Tavia has two chief administrators each head of their own departments. The Eparch of Tavia heads the Kritai, the legal organization in charge of administering justice The Sacellarius heads the Imperial Secretariat, or Sekretikoi. They are the financial officers - accountants and tax collectors, mainly. The two offices cooperate with each other, but in case of a general dispute, the Eparch is considered the senior imperial bureaucrat in Tavia.

The Kritai

The Tavian Kritai is housed in the Imperial Courthouse

Positions:

Eparch of Tavia (Palomedes) —The eparch is in charge of rendering judgments and overseeing the magistrates and prefects.

Magistrates —Tavia has two magistrates who report directly to the Eparch. The magistrates are judge and jury for any offense, nor is there an assumption of innocence. If There is no automatic trial for commoners. The magistrates can meet out justice or refer the case to Eparch. Each magistrate has several monitors and kuls working for him.

City Guards — In Tavia the monitors do most of the day-to-day policing. They can call on the baronial guard if there is a problem. There are about 20 monitors in Tavia.

Kuls (Armatus, Viator, and Theon) — kuls are imperial slaves (meaning they are property of the Emperor). Many are ex-gladiators almost all are thugs of the first order, usually used as state executioners. Some specialize in torture, others in subterfuge. They are under the control of the local Eparch to meet out the Emperor's justice. Killing a kul is a bad idea. A small ring piercing the flesh at the point where the nose meets the forehead marks a kul.

The eparch of Tavia has three kuls: Armatus, Viator, and Theon. Armatus and Viator are the executioners, while Theon is the Eparch's bodyguard. Armatus and Theon are ex-gladiators. Theon is a half-orc of tremendous size.

Prefect of Fire Brigades (Keryx) — This prefect has unexpected power. Keryx decides the wards of city and selects firemen from the citizenry of the ward. This means that the prefect is in constant communication with the populace and usually on grand terms with everyone.

Prefect of Guilds (Epeios) — this person settles disputes between guilds and reports infractions to the magistrates and the Secretary of Taxes and Imports.

The Tavian Secretariat or Sekretikoi (sek-REH-ta-koi)

The Sekretikoi is housed in the building next to the Kritai. Each of the secretaries has 1-2 reeves that do the physical work of tax collecting

Positions:

The Tavian Sacellarius (Patroklos) — in charge of the secretariat. Patroklos is from a local noble family. He is very diligent and shows no favorites among the nobility.

Secretary of Imports (Kalkhas) — Kalkhas is in charge of levying imperial taxes upon all the goods brought for sale from Faerie. All of the goods traveling for sale further into the imperium are usually assessed here, even though they may not be sold here. Kalkhas has many junior secretaries working for him to act as scribes and translators.

Secretary of Imperial Taxes and Audits (Glaukus) —Glaukus is one of the most important, if behind the scenes, bureaucrats in Tavia. He has final responsibility for all of the tallies of imperial taxes. He is effectively second only to Patroklos in power.

Secretary of Luminaries (Deukalion) — Deucalion is an affable man in his early fifties. He has led a colorful life, having spent time in Faerie and as a templar. The luminaries are both the mail service for the empire and, especially in the Themes, considered part of the diplomatic corps

Secretary of Estates (Iakos) — Iakos is in charge of the local Imperial farms and holdings. He appoints persons to manage the estates and is in charge of reporting the profits and proceeds to Iconium. Iakos spends several months of the year traveling and staying in Iconium. Therefore, he is considered one of the most knowledgeable gossips in town.
